HISTORY

OF HARM REDUCTION

In 1971, Richard Nixon raised the issue of drug abuse in the United States. This resulted in the establishment of the DEA (Drug Enforcement Administration) in 1973 and the implementation of mandatory prison sentences for non-violent drug offenses.

During the 1980s, accentuated by Ronald Reagan's hard drug policies, there was an increase in incarceration rates among low-income communities and minority populations.
The War on Drugs continues to be a complex and evolving issue in today's society. There is evidence to suggest that strict drug policies can have adverse effects on marginalized communities and may not effectively address issues related to substance use and abuse.

According to research, these methods have the potential to increase drug consumption rates. The emergence of the harm reduction movement was a response to the issue at hand.
Harm reduction is a set of practices aimed at reducing the social and physical consequences of substance use, regardless of its legality, for the benefit of communities' public health and well-being.

The intention behind the ideology of harm reduction is to understand an individual's stance on substance use and provide them with unparalleled care and compassion that will meet them where they are.
The War on Drugs continues to rely on criminalization as its main strategy. Studies indicate that utilizing the criminal justice system to tackle public health issues can result in adverse outcomes and are an ineffective strategy.

This harmful behavior not only reinforces prejudice but also targets those who are already facing societal barriers and hardships.
